Confederation
The World Employment Confederation is the voice of the private employment services industry at the global level,
representing national federations as well as workforce solutions companies from across the world. Founded in 1967
under the name of CIETT, it has evolved to cover today a wide range of HR services, including agency work, direct
recruitment, career management, Recruitment Process Outsourcing (RPO) and Managed Service Provider (MSP).
Agency work
Is a triangular employment relationship between a temporary work agency, a worker and a user company. The temporary work agency signs an employment contract with the worker and then places the worker in a user company. The user company is responsible for assigning tasks to the worker and supervising their execution.
The word ‘staffing’ is often used to describe agency work.
Managed Services Provider (MSP)
Is a service by which the private employment firm takes on the management of an organisation’s contingent workforce. Responsibilities of an MSP include overall programme management, reporting, tracking, supplier selection and management, order distribution and consolidated billing.
Career Management
Provides services supporting the mobility and development of both individuals and organisations. These services include outplacement / career transition, redeployment, coaching, etc.
Recruitment Process Outsourcing (RPO)
Is a service where the private employment firm assumes the role of the client’s recruiting department by owning and managing part or all of its recruitment process.
Direct Recruitment
Covers services for matching offers of and applications for employment. The direct recruitment firm is responsible for searching and pre-selecting candidates for particular positions defined by its clients.
The World Employment Confederation works to broaden recognition of the positive economic and social role that the employment industry plays in enabling work, adaptation, security and prosperity.
The World Employment Confederation is a non-profit association established under Belgian law. Our constitution establishes the General Assembly, the Board, and the standing committees as main bodies of the Confederation.
The World Employment Confederation is committed to promoting international fair recruitment practices and to upholding high quality standards. To this end, the World Employment Confederation participates in several international projects and has developed its own Code of Conduct.
The Code of Conduct defines the common principles and values shared by all Members of the World Employment Confederation when offering their services to companies and job-seekers. WEC also has a dedicated Code of Ethical Principles to be followed by its members in their use of Artificial Intelligence.
Every member of the World Employment Confederation is requested to adhere to the Code of Conduct and to promote its principles towards all relevant stakeholders.
